Whether an agent is inside its limits. Returns ok, or the first window exceeded: perRun, perDay or perMonth.

Rules
- The Treasurer decides; callers enforce (402, blockRun, budget.alert).
- No default budget exists. Without one, nothing is enforced.
- A conformance test fails if egress or control-plane source compares spend with a limit itself.
